Block wall on house leaning on upper rows about 4 inches. How much can it lean before collapse?

Wall is supporting roof with 3 layers of shingles then a metal over that. Block rooms were added without proper corner, where wall is leaning. Top of wall starts leaning about 4 rows of block down from top. Real Estate was hiding problem until metal strip on front of house pulled off. Now Real Estate took their sign away.
