PLUMBERS, CONTRACTORS, ENGINEERS, handymen, etc, please help, PART II?

Without seeing the configuration it's hard to say. But it sounds rather like the installer plumbed the water tank backwards. Cold in the hot side, hot out the cold side. Easy enough to check.
