Should I have to pay for braces I never received?

I know it seems like a very obvious question but, I recently went to for a consultation and I need braces. So i got my x-rays (85.00). I signed a contract also for the braces which was 145.00 a month. I recently discovered bad things about the ortho office I was going to and decided to look else where. I received a statement in the mail asking for a payment of 145.00 from them. I never recieved the braces and I told them I no longer wanted the services so why am I still being billed? I paid for the x-rays because thats what I owed, but I never got the braces put on.
