What is causing the wobble at 60-75mph on a 1970 cb350 honda?

Sometimes this wobble is correlated with speed sometimes wind. Is it bad aerodynamics, or is it bad suspension. Do I need new wheel bearings. The only thing that cures this wobble is to let off on the throttle. Then it starts to correct itself. It's a little scary.
